Does it make sense to build a single operating system that works with or without a touchscreen? Microsoft says yes, that Windows 10 focuses on all types of systems. Is diametrically opposed to Apple that iOS has for smartphones and tablets and MacOS for desktop systems, and highlights so far that the two remain separate. Google was up to now in the camp of Apple with Android for smartphones and tablets, and Chrome OS for laptops and desktops. One software works put up with Android apps, the other is completely optimized for web apps.
In the past, wanted android sometimes manufacturers netbooks and all-in-one systems, but they were exemptions, which have not been very positively received. The operating system is clear to touch optimized. Android is anyway hugely successful. Chrome OS was designed with the idea that the web is the platform of the future and that sites eventually be used as apps, hardly distinguishable from apps on Android or iOS. Google announced Chrome OS in 2009, but where Android has seen tremendous growth, Chromebooks seem only really successful in the educational market.
The whole corridor to web apps seems to be a bit stalled. Google does himself no more to change that; Chrome Web Store, where Chromebook users need to get their web apps, looks outdated, and the interface has not been updated since 2010. It was time to breathe new life Chrome OS. Google released in 2015 therefore Android apps to the operating system, in the form of an extension. Who let users run Android from the App Runtime for Chrome, or ARC, and users had to supply themselves before apk files. Not every app could turn and use a Play Store hit the possibility forgotten.
