The restriction only applies to the US market. In China, where Microsoft Cortana for Android app also introduced, the voice control is still active. The reason for dismantling the function of Cortana is still not entirely clear.
A statement that WinBeta suggests, is that at Cortana for Android devices that have been installed, the own Google Now app can no longer approach the microphone. According to a spokesperson from Microsoft that VentureBeat spoke concerns a temporary shutdown of the functionality in response to user feedback that the hands-free functionality creates a problem with the voice-activated Google search. However, it is noteworthy that this problem has not come up in the beta test program. Microsoft says to look for a solution.
