Google calls the new function Tap To Translate and works with all 130 languages Google’s translation service. Tap To Translate is available for all Android versions from Jelly Bean (4.1)

the offline mode of Google translate has been addressed allowing users no longer need to be connected to the internet to use the translation service. The service was already using offline, but one had to advance major language packs hundreds of megabytes download size. The offline mode also works on iOS.
